Aanleiding
Around 8 million buildings in the Netherlands and 100 million in the EU are expected to be renovated by 2050. Current practice mostly focuses on operational energy savings, neglecting embodied carbon and circularity. However, the EPBD, EU Levels, and Taxonomy now require addressing the impact of materials. A major challenge in the Netherlands is the lack of tools to measure and steer whole-life carbon reduction and circularity in large-scale renovations of existing buildings. Additionally, EU Levels' circularity metrics remain vaguely defined for early design adoption and consistent reporting. This project aims to bridge that gap, supporting SDG 12 (Circularity) and SDG 13 (Climate Action) in construction—the most impactful sector. The EU Commission has embedded these SDGs into key directives (EU Levels, Taxonomy, and EPBD IV). It's important for the Netherlands to stay ahead in understanding, co-shaping and bring solutions for measuring the key metrics of the future in defining the true sustainability performance of buildings in Europe.

Doelstelling
This project aims to innovate and demonstrate the technical and commercial viability of a holistic digital solution to support large-scale decarbonization and repurposing of the Dutch existing building stock, steering it towards becoming EU Levels proof. It aims to provide an accessible and ready to use approach and tooling for real estate investors and developers to steer towards Paris-proof portfolios by considering whole life carbon (embodied + operational) and circularity. Furthermore, in the context of energy-driven renovations, this would prevent sub-optimization focused only on operational carbon and promotes smarter material choices. It also enables evidence-based impact quantification, preparing stakeholders for EU Levels and EU Taxonomy compliance. The project will test for the first time targeted mass digitization techniques to instantly generate granular insights around whole life carbon and circularity performance at scale, including transformation capacity scores of buildings. Besides measuring it will aim to optimize whole-life carbon upon renovations. It will be tested on a portfolio of 114 residential buildings (Altera) & two specific major renovation project

Korte omschrijving
This project will define concrete circular economy (CE) metrics per EU Levels, linking them to embodied carbon and building transformation capacity. WiseBrick, in collaboration with the EU Levels Commission, Dutch Green Building Council, and the Dutch Ministry of Interior, will adapt these metrics for the Netherlands. A mass digitization of 114 residential buildings (Altera) will create a foundational digital logbook using AI, aerial imaging, and scanning technologies. This will be the foundation to instantly diagnose energy performance, circularity, whole life carbon, transformation capacity score and inventorize materials. Partners: Van Wijnen, Magnasoft & Suprmen + feedback loops to EU Levels metrics. For some of the buildings undergoing imminent renovation, a further detailed “Scan to BIM” process will enrich models with whole-life carbon and circularity insights to enable measuring & steering towards a Paris proof renovation according to EU directives. Tested on residential & utility buildings (Altera & Delta), this ensures optimizing data-driven renovation decisions. Finally, the project develops an end-to-end value driven pricing model to ensure commercial viability.

Resultaat
This pilot project delivers a full end-to-end integrated operating model to instantly diagnose, measure, and optimize the whole-life carbon and circularity performance of large portfolios of existing buildings, aligned with the latest EU directives. Deliverables include: 1: EU Levels Circularity/WLC metrics definition 2: Web-based integrated software platform offering instant access at various points in time for: • Diagnose & Measure: WLC & circularity insights for building(s), life cycle cost data, etc. – Automated • Report & comply: Compliance reporting support (EU Level(s), BREEAM, CSRD, SFDR) - Automated • Steer: An optimization engine guiding decarbonization pathways to WLC Net Zero through suggested design/material/product choices from early design – Semi Automated • Digital building logbook: Building centric data model providing instant access to basic buildings data (e.g., area, energy labels, certifications), that feeds into operational and financial processes.- Semi automated • Urban mining potential: Giving instant & realistic inventorying for urban mining at product & materials level - Automated 3: Mass Digitization tools.
